If it is on-board Mass Storage, the driver is in the motherboard drivers (typically in CD). Install the driver by running from the CD.
If it is indeed a PCI card, the driver should have come with the card (typically in a floppy). If not, go to the manufacturer?s website and download the appropriate driver. If you do not have a manual or instruction, you may need to take the card out to find the brand and model. You need to install the driver from the Device Manager.
I am not sure whether the not-enough memory error message and the Controller are related.
You simply may need more physical memory or need to disable unnecessary startup programs to increase System Resources.

If your PCI Mass Storage Controller card (not on-board) is either UDMA (or ATA) 100 or 133, do not connect any CD-ROM (or DVD-ROM or CD-RW) to it. The CD-ROMs cannot handle the data transfer rate and become very unstable.

Please provide more information on your 'PCI Mass Storage Controller' e.g. is it a SCSI card, a Promise Serial ATA card, a Promise ATA card and where you are getting the error message. If your using a SCSI or Promise add on controller card and the O/S cant find it, or your O/S won't boot at all, or that the O/S will boot but in the device manager your SCSI/Promise controller card is not listed.
